CONCERNING THE RELATIONSHIP BETWEEN SOCIAL SERVICES AND ECONOMIC PLANNING IN ARIZONA

WHEREAS the Arizona Public Health Association has noted with interest the development and implementation of efforts by the State of Arizona to institute statewide planning efforts; and

WHEREAS the Arizona Public Health Association endorses the concept of orderly and systematic statewide planning as the basis for the development of so and programs and services to the people of Arizona; and

WHEREAS the Arizona Public Health Association notes the efforts
of the State Department of Economic Planning a d Development as the
responsible agency delegated the authority to serve as a state clearing­ house for program development in Arizona; and

WHEREAS the Arizona Public Health Association has now witnessed the impact of the Department of Economic Planning and Developments’ districts upon a single sector of social services delivery to the people of Arizona; and

WHEREAS in that single sector of social services delivery, namely the Community Action Agencies, public hearings have universally shown that the public sentiment indicates that the economic planning districts are not compatible with some existing social service delivery systems; and

WHEREAS a superficial examination of the criteria used in the establishment of these districts demonstrates that little attention to the impact upon the social services of health, education and welfare was considered: and…
