ARIZONA PUBLIC HEALTH ASSOCIATION
PROPOSAL I
The Arizona Congress of Parents and Teachers has submitted recommendations which the ACPT have adopted. These have been amended and their endorsement is proposed by this association.
The Arizona Public Health Association recommends that:
Every high school in Arizona offer at least one academic unit in Health Education.
2. In order to have effective Health Education in the schools, School Boards and Administrators employ people with competent background in Health Education.
3. Graduates from teacher training institutions have competencies in the area of Health which will insure effective Health Education practices in the schools.
4. A Director of School Health Education be employed by the State Department of Public Instruction to evaluate, coordinate, and promote good school programs in Health for Arizona Public Schools.
5. The establishment of standards for Health Instruction and Healthful School Living including,
a. required courses at secondary levels for instructions, and
b. required preparation.
6. A cooperative relationship between Health Departments and Department of Public Instruction be established.
It is further recommended that:
Copies of this action of the Association be transmitted to the Governor of Arizona, the Director of the State Department· of Public Instruction, the Arizona Congress of Parents and Teachers, and the Boards of Regents of the Universities of the State of Arizona.

RESOLUTION – I
GRATITUDE
WHEREAS, the Arizona Public Health Association has held its 1965 meeting at the Ramada Inn in Tucson, Arizona, and
WHEREAS, the meeting was very successful due in great part to excellent of the program and local arrangements committees,
THEREFORE, BE IT RESOLVED that the Association extend its thanks to the Governor of the State of Arizona, the Mayor and Council of the City of Tucson, the Tucson Chamber of Commerce, to Mr. Phillip Hurley and Mr. Otto Fritz and their committees for their work on the program and local arrangements.
IT FURTHER RESOLVED that this resolution be transmitted to the Governor of Arizona, the Honorable Sam Goddard, who very graciously appeared before this organization and explained his pro – tax reforms for the State of Arizona, and who also expressed his hope for a good Public Health Program in Arizona for the future.

Marx, Dr. Gwilym Jones, Dr. Chester Wachowski, Mr. Roy Stockdale and Mrs. Antonia Padilla
WHEREAS, these members were over the years very valuable servants in the cause of Public Health,
THEREFORE, BE IT RESOLVED that the Association place in the minutes of our meeting, and transmit copies to the appropriate relatives, our deep sympathy and every member’s feeling of personal loss, as well as the greater loss suffered by the Public Health Programs to which these people were dedicated.

WHEREAS, the Secretarial Section of the Arizona Public Health Association feel that they are definitely a part of the public health workers’ and are loyal members of the Association, and
WHEREAS; the Secretarial Section considers the present compensation plan and grading of job qualifications inadequate,
THEREFORE, BE IT RESOLVED that consideration be given to the upgrading of job qualifications and a more adequate compensation plan for the Secretarial Section, which includes all office, workers.

1. THE “PARTNERS IN HEALTH” LAW, P.L. 89-749, DIRECTS THE GOVERNOR OF EACH
OF THE FIFTY STATES TO APPOINT A HEALTH PLANNING AGENCY FOR THE FORMALIZATION OF A STATEWIDE COMPREHENSIVE HEALTH PLAN. UNTIL SUCH A PLANNING BODY IS APPOINTED AND IN OPERATION THE OBJECTIVES AND GOALS OF EXISTING HEALTH AGENCIES ARE OF NECESSITY TENUOUS AND UNCERTAIN, IN THAT THEY MUST ULTIMATELY CONFORM TO THE GOALS OF THE PLANNING AGENCY IN ORDER TO QUALIFY OR CONTINUE TO QUALIFY FOR FEDERAL GRANT-IN-AID MONEY AND OTHER FUNDS OF A SIMILAR NATURE.
2. THE CONSIDERABLE MAJORITY OF STATES HAVE HAD APPOINTED AS THEIR-HEALTH PLANNING AGENCY THE STATE DEPARTMENT OF HEALTH. IN ARIZONA THE STATE DEPARTMENT OF HEALTH WOULD APPEAR TO HAVE THE NECESSARY EXPERTISE AND OVERVIEW OF HEALTH MATTERS ON A STATEWIDE BASIS TO A GREATER EXTENT THAN ANY OTHER GROUP IMMEDIATELY AVAILABLE.
IN VIEW OF -THE ABOVE, IT IS THE WILL OF THE ARIZONA PUBLIC HEALTH ASSOCIATION THAT THE GOVERNOR OF THE STATE BE ASKED TO DESIGNATE THE STATE HEALTH DEPARTMENT AS THE PLANNING AGENCY UNDER P.L. 89-749.

WHEREAS It is the opinion of the Resolutions Committee that many persons outside of the public health profession have a great deal to contribute to public health thinking and programs; and
WHEREAS The committee believes that formal invitation to participate in Arizona Public Health Association meetings should be directed to representatives of organizations which have expressed an interest in public health; now therefore
BE IT RESOLVED That the Executive Committee of the Arizona Public Health Association be directed to invite representatives of these organizations to participate in the 1958 meeting of this association

ARIZONA PUBLIC HEALTH ASSOCIATION
A RESOLUTION CONCERNING THE REGISTRATION OF SANITARIANS
WHEREAS, the field of environmental health is becoming increasingly significant in the promotion of health throughout the United States, and
WHEREAS, the field of environmental health is becoming increasingly complex, and
WHEREAS, there is a marked increase in the need for Sanitarians with a basic education in the area of the natural and social sciences and a basic orientation in the field of environmental health, and
WHEREAS, proper protection of the environment demands the services of men and women who are demonstrably qualified in their field of endeavor, and the recognized mark of accomplishment is registration, and
WHEREAS, effective registration of Sanitarians by a qualified agency results in
a. A more orderly regimen for career development through recognition of years of experience of a satisfactory nature and more equitable treatment in a merit system.
b. More valid recruitment .of candidates.
c. Ease of movement geographically (reciprocity)
AND WHEREAS, thirty-three states, including all the western states, except Arizona, have found it desirable to register Sanitarians, and it is the consensus of opinion of Sanitarians of the Arizona Public Health Association that their professional status is better served through registration,
THEREFORE, BE IT RESOLVED THAT it is the will of the Arizona Public Health Association that Sanitarians be registered in a manner comparable with their peers in other states, and
THAT the Association request the Governor and members of the Legislature to deal favorably with any legislation leading to this step in the protection of the health and safety of the public.

ARIZONA PUBLIC HEALTH ASSOCIATION
A RESOLUTION CONCERNING A BILL PROVIDING FOR THE LICENSING AND REGULATION OF LABOR CAMPS; ESTABLISHING A LABOR CAMP ADVISORY COUNCIL; PROVIDING FOR ADMINISTRATION OF ARTICLE BY STATE AND COUNTY DEPARTMENTS OF HEALTH: PRESCRIBING PENALTIES AND AMENDING CHAPTER 6, TITLE 36, ARIZONA REVISED STATUTES, BY REPEALING ARTICLE 4 AND ADDING A NEW ARTICLE 4.
The Arizona State Department of Health, Migrant Health Section, requests the Arizona Public Health Association’s support of the Bill providing for the licensing and regulation of labor camps; establishing a labor camp advisory council; providing for administration of Article by State and County Departments of Health; prescribing penalties; and amending Chapter 6, Title 36, Arizona Revised Statutes, by repealing Article 4 and adding a new Article 4.
The purpose of this Bill is to protect the health, safety and welfare of the citizens of Arizona and the residents of such camps. It is the intention of the Legislature to enable the State and County departments of health to regulate the establishment, maintenance, and operation of labor camps to assure that the occupants of such camps have adequate housing and a healthful environment.
