RESOLUTION #2 – CONCERNING PREVENTIVE HEALTH

WHEREAS, there exists in various segments of the many publics confusion regarding the preventive and curative aspects of health, and

WHEREAS, the public health team plays a vital role in the promotion of optimum health for all the public, and

WHEREAS, the public health team does not equate preven­tive health solely with longevity but defines it in terms of the quality of life,

BE IT RESOLVED THAT the members of the Arizona Public Health Association convey to the many publics that preventive public health includes not only the absence of disease but the maintenance of health; promotion of health; psychological well being; environmental influences; detection of disease; surveil­ lance of the public and all factors which influence the quality of life

WHEREAS, the Arizona Public Heal.th Association endorses the concept that heal.th care is a right of all people, and

WHEREAS, there are influences within our society that seek to limit this right in specific areas, particularly in Family Planning (Birth Control.) Information and Services,

BE IT RESOLVED THAT the members of the Arizona Public Heal.th Association reaffirm that Family Planning (Birth Control.) is a component of heal.th, and such information and services be available to all individuals regardless of location, economics or age.

RESOLUTION #4- CONCERNING LEGISLATED HEALTH PRACTICE AREAS

WHEREAS, the Arizona Public Health Association recognizes the need for change in some time honored legislated health practice areas, and

WHEREAS, these legislated areas impede the delivery of health care to all individuals in the State of Arizona,

BE IT RESOLVED THAT the Arizona Public Health Association encourage and support necessary legislative change which will allow health care personnel, appropriately trained, to utilize their skills in.the preventive and curative phases of health

CONCERNING THE RELATIONSHIP BETWEEN SOCIAL SERVICES AND ECONOMIC PLANNING IN ARIZONA

WHEREAS the Arizona Public Health Association has noted with interest the development and implementation of efforts by the State of Arizona to institute statewide planning efforts; and

WHEREAS the Arizona Public Health Association endorses the concept of orderly and systematic statewide planning as the basis for the development of so and programs and services to the people of Arizona; and

WHEREAS the Arizona Public Health Association notes the efforts
of the State Department of Economic Planning a d Development as the
responsible agency delegated the authority to serve as a state clearing­ house for program development in Arizona; and

WHEREAS the Arizona Public Health Association has now witnessed the impact of the Department of Economic Planning and Developments’ districts upon a single sector of social services delivery to the people of Arizona; and

WHEREAS in that single sector of social services delivery, namely the Community Action Agencies, public hearings have universally shown that the public sentiment indicates that the economic planning districts are not compatible with some existing social service delivery systems; and

WHEREAS a superficial examination of the criteria used in the establishment of these districts demonstrates that little attention to the impact upon the social services of health, education and welfare was considered: and…

1972- Funds for fluoridation

Arizona Public Health Association

A RESOLUTION

Whereas, Dental disease is the most prevalent of all diseases in our children, 95%. of our school children have multiple tooth decay, 50% of our children have a malocclusion often as a result of dental disease, thousands of our children suffer infection pain and discomfort from dental disease.

Whereas Prevention is the treatment of choice for dental or any other
disease, both from an economic and comfort standpoint.

Whereas After 50 years of research and 25 years of practical experience
the fluoridation of water supplies has proven in every case to be a safe, economical and simple public health measure resulting the two-thirds reduction of dental caries in children born and raised in fluoridated communities.

Whereas Though the optimal level of fluoride in water supplies can provide vast improvement in the dental health of children continuing into adulthood, Arizona has the unusual circumstance of having several counties with excessive fluorides in their communal water supply which can result in damage to the forming dentition of children under eight years of age.

Whereas Small communities often lack the tax base to provide the necessary funds to treat their water supplies for optional fluoride content.

Therefore, be it Resolved, That the Arizona Public Health Association petition the State Legislature to provide funds to aid qualified communities in their efforts to adjust the fluoride ion content of their communal water supplies to the optimal level in the interest of vastly improved dental health.

RESOLUTION

WHEREAS: Dr. Lloyd E. Burton has, continually been active in and held offices at all levels of the Arizona Public Health Association,

AND

Dr. Lloyd E. Burton represented the Arizona Public Health Association at the Regional and National levels in an exemplary manner,

AND

Dr. Lloyd E. Burton, upon collection of his official duties, has continued to provide astute counsel and advice to the membership of the Arizona Public Health Association.

AND

The Arizona Public Health Association desire to provide meaningful, continuing recognition to Dr. Lloyd E. Burton in appreciation for his sustained support of the Association.

BE IT RESOLVED: That the Arizona Public Health Association establish the Lloyd E. Burton Scholarship to be awarded on an annual basil, to a senior student of pharmacy
at the University of Arizona

RESOLUTION PROPOSED BY THE ARIZONA PUBLIC HEALTH ASSOCIATION

WHEREAS Auto Pollution is a major health hazard to the increasing population of Arizona Residents of all ages

WHEREAS Auto Pollution, especially hazardous to Arizona residents with chronic respiratory and circulatory system disease if unchecked, will only become a more serious problem.

BE IT RESOLVED that the Arizona Public Health Association strongly supports
the Arizona Vehicle Inspection Program as modified by the 1976 Arizona State Legislature

BE IT RESOLVED that the Arizona Public Health Association strongly urges its members to vote NO on on Proposition 300 on November 2, 1976

1976 – Resolution Recognition of Doctor Crecelius

RESOLUTION of the Arizona Public Health Association

WHEREAS, H. Gilbert Creceluis, Ph.D., hod dedicated his professional life to serving his fellow man in the Held of public health, working for over 27 years toward improving the health of Arizonans as Director of State Laboratories dedicating his knowledge, energy and expertise toward combatting diseases and improving procedures, facilities, personnel licensure and laboratory licensure in the State of Arizona; and

WHEREAS, Doctor Crecelius specifically has pioneered in research into the diseases of coccidioiodmycosis and rabies and

WHEREAS, Doctor Crecelius, through considerable personal effort, has been responsible for the planning, construction and equipping of and continued improve­ments in laboratories at Phoenix,Tucson and Flagstaff, in addition to working continuously to upgrade the quality of laboratory personnel and procedures; and

WHEREAS, Doctor Crecelius has further served the cause of public health in Arizona through his efforts as Chairman of the Conference of State and Provincial. Public Health Laboratory Directors, President of the Arizona PublicHealth Associ­ation, President of the Arizona Thoracic Society, and Fellow of the American Public
Health Association; and

WHEREAS, Doctor Crecelius has lent his expertise and personal time and effort in collaboration with various societies and professional associations in presenting workshops, addressing citizens groups and drafting legislation to improve the standards relating to laboratory facilities and personnel; and

WHEREAS, Doctor Creceilus has volunteered of his personal time and effort in working to promote careers in public health among the youth of Arizona; and

WHEREAS, Doctor Crecelius has further endeavored to serve both his profession and the general public through numerous contributions to technical and scientific journals ond other publications;

NOW, THEREFORE, BE IT RESOLVED That the Arizona Public Health Association does hereby recognize and commend II. Gilbert Creceluis, Ph.D,. for his outstanding contributions, faithful service and dedication to public health in the State of
Arizona.

1976- Meat and milk

RESOLUTION PROPOSED BY THE ARIZONA PUBLIC HEALTH ASSOCIATION

WHEREAS under the present law the public health is not adequately protected in the areas of meat and milk and,

WHEREAS meat and milk are potentially hazardous and highly perishable mainstays of the American diet.

BE IT RESOLVED that the Arizona Public Health Association urge the State Legislators to amend the existing laws and to delegate authority for meat and milk control to the ArizonaState Department of Health Services.
